General Membership Meeting Minutes - January 10, 2012

General Meeting Minutes

 Tuesday, January 10th 2012, 2:00 PM

 President Jerald Westall called the meeting to order.  Pledge of Allegiance was recited.  Dorothy Randall led God Bless America.  We did not have a quorum to conduct business.

 President’s Report -  Jerald Westall.  Positive attitudes is my goal in 2012.  I hope each Board member keeps this as a goal also.  Dreamland has had a year of many improvements.  New pickle ball courts, new carpet on Bocce Ball court, Read hall - roof repair.  New cool seal and swimming pool refinished.  A new air conditioner was purchased for the office and also at Farnsworth Hall.  As you can see it takes money to have our buildings and property kept in proper appearance and working order.  We also had to replace the air-conditioners at the library and also the ceramics shop.  I do believe 2011 was the year for all of our air conditioners to fail. This was a lot of work which was accomplished, however there is much more to be done.

      I would like to thank the public of Dreamland for the beautiful Christmas decorations we saw during the holidays.  I do believe there has been an improvement with people keeping up their yards.  However, with the moisture, we are seeing many weeds.  Keep up the good work.  Our villa is improving.

 Treasurer’s Report - Patty Thorpe stated that the Ginsberg study, the independent audit done in 2010, gave us a perfect report.  In 2011 we had quite a bit of expenses, air conditioners, legal, etc.  A graph showing all expenses will be posted outside the office.  For 2012, the budget was completed in excess of $1500.  We need to keep up our membership in order to keep up our facilities.

 Administrative Services Manager’s Report - Charles Dubbs.  Two years ago at our annual meeting, I spoke of being in transition; however, I had expected that 2012 would find Dreamland Villa completing that transition period.  As you are aware, we still seem to be in transition as we wait for the Supreme Court to come to a decision regarding the ongoing lawsuit.  Either to hear the case or not to hear the case, and so we wait.  What should be our position?  From my view it should be one of being positive concerning our community.  We want to be the “best” place for seniors to live, with amenities to complement our homes, residents that take pride in their property and maintain the property in excellent condition.  I believe we at Dreamland Villa to be at a place that is equal to any “gated” communities, well kept and meeting the needs of all residents.

      Sales of homes and processing of escrows has ben steady.  We have processed 245 Escrow Inquiries this past year. This represents sending Articles of Incorporation, By-Laws and Rules, CC&R’s, Financial Reports, Budget, Reserve Study Summary, Senior Overlay Affidavit, Membership Agreement and Welcome Letter.  The packet represents considerable work for each inquiry as well as tracing and finalizing sale information.  We have worked with real Estate agents and Title Companies in understanding how we now process the Membership Agreement and Transfer Fees.  Residents should understand the value of being a member and the upkeep of the facilities as it adds value to the sale of their home.  Those selling their homes should stress the advantage of the membership and having the Senior Overlay maintenance and Reports filed with the County.  We recently completed and filed the 2011 Senior Overlay report with the Maricopa County as required by December 31st of each year.

      Complaints received for 2011:  130.  Health violations closed: 6; county violations closed: 26; county violations open, 12: DVCC complaints closed, 80; DVCC complaints open: 6.  The complaints open will now be placed in the 2012 complaint listing.

Nomination Report  - Judy Ford introduced the six candidates running for office.  Present were Mary Kirk, Larry Wilkins, Gordon Watson, Judy Ford and Lyle Wood.  Wendall Black is in Washington state dealing with a back injury.  They were all asked three questions regarding running for the DVCC board.  Their biographies will be in the DVCC paper and posted on-line.    Skype was suggested for meetings when directors were out of town.

Announcements:  Vote February 14 at Read Hall.  Read your paper and web site.
