Board Meeting Minutes - November 13, 2012

Open Forum:
Larry Welchko – 40 members have a signed a petition to allow Shirl Fischer ride her motorized tricycle into the pool area and park. A letter from Mike’s Bike shop stating that an adult tricycle does not have a kick stand and will not cause damage to the pool deck. The board has never passed a motion changing the rule to allow bikes into the pool, even though Shirl Fischer has previously written a letter to the board and request was denied .The sign should not have been changed, rule has been in place since 1999. Request is being made to allow electric tricycles into pool area. Red Westall stated this is on the agenda under Old Business and will be discussed at that time.

Bill Copeland - Decatur Street in the 100 block of 65th and 64th St. is very overgrown, dense and a fire hazard. He has contacted the city and Velda Rose and been told this is DVCC‘s responsibility. Jim Cook confirmed this not in DVCC. DVCC property ends at 61st St. Barb Miller states this is county land he should contact Maricopa County.

Red Westall: Announces Donna Zurbay has taken over the job of getting volunteers to help.

Donna Zurbay: If anyone needs help finding volunteers she will assist in finding the help needed. Donna will also be coordinating a caravan of cars to take people interested in getting there food handlers cards to the location for the test and photos.

Red Westall: Appointment of new board member as secretary, no volunteers. Jackie Young will take minutes for this meeting.

DVCC Members present: 27. Pledge of Allegiance made: meeting called to order at 9:10 AM. Roll Call: Present: Red Westall, Wendell Black, Jim Cook, Judy Ford, Aggie Forsyth, Dodie Gruner, Steve Holleque, Patty Thorpe, Gordon Watson, Gloria Wilson-White, and Lyle Wood. Excused: Frances Skaggs. Absent: Larry Wilkens.

Approval of Minutes: Wendell Black moved to approve the minutes of the 5/08/12 Board Meeting. Lyle Wood Seconded. Motion passed.

Approval of Minutes for the November study session: Gloria Wilson-White pointed out she was not at the meeting. Minutes amended to show her excused absence. Motion made to approve minutes with amendment, seconded. Motion passed.

Treasurer’s Report: Patty Thorpe – Financial committee consists of me, Charles and Larry Wilkens, who is not yet back. Charles and Patty have been working on spread sheets to prepare for the 2013 budget in regard to the salary increases for employees of DVCC, if any, the annual dues and the rest of the budget expenses. This will be completed prior to the Study Session in December and will be ready for the rest of the board to examine. A copy will also go to Dorothy Randall of the Personnel committee for any salary changes in 2013. Will be talking to chairmen of any committees regarding any possible changes in 2013. Regarding the balance sheet for October, we will need to be careful with any expenditure for the rest of the month due to expenses in the month of October. Balance sheets will be posted outside of office.

Administrative Services Manager’s Report: Kee cards have been ordered and new receipt books have arrived. Report attached.

Standing Committee Reports:
Maintenance: Steve Holleque - Smoke alarms tested, air filters replaced, parking stops being painted. All weeding has been done. A lot was completed over the summer. Report attached.

Pool Committee: Steve Holleque - Report attached.

Membership: Agnes Forsythe: Charles covered all issues in his report, nothing else to add.

Complaints: Gordon Watson: 158 total complaints to date for 2012, closed 106, 30 at the county, still open is 22. Report attached.

Entertainment: Judy Ford – Full season ahead, please pick up a brochure and see the signup sheet in the office for volunteers. Report attached.

Library: Agnes Forsyth – Library has begun winter hours, currently fully staffed with volunteers, but will always take names.

Hobbies, Crafts & Indoor Activities: Lyle Wood – Most activities underway for the winter season. The first Craft Show of the season was held last Saturday. Lyle Wood requests to be re-moved as Chairman of this committee.

Out Door committee: Ralph Shirey: Pickle ball has continued all year, now meeting at 8am, Shuffle board has begun, Bocce ball has also begun. Report attached for Sock Hop and Pickle Ball.

Kitchen committee: Dodie Gruner: Saturday is first pancake breakfast of the season at Farnsworth Hall.

Nature Walk: Red Westall – There are several trees down due to summer storms. Brian is pricing the necessary equipment to remove such as a chain saw and safety equipment. Professional pricing for removal of trees would be approximately $700 each. Report attached.

Welcoming committee: Charles Dubbs – 19 new residents were in attendance. Presentations were made by several clubs and committee chairmen. Attendees enjoyed an evening of sharing and cake in celebration of Hazel Dubbs birthday. Report attached.

Strategic Planning: Everett Boyd – No report.

Website Committee: Dorothy Randall – Web site is doing very well. Several improvements made over the summer. Report attached.

A Written Statement was presented by Red Westall regarding the settlement of the two HOA lawsuits. The statement will be published on the website and in the Citizen Newspaper.

Charles Dubbs issued a special thanks to Harry Cole for his hard work on the Veteran’s Day Celebration.

Old Business:
Bicycle in pool area – Wendell Black: Confusion over bikes in the pool. No official motion has been made regarding bicycles in pool area. Reference Rule 10. No change has been made. Motion made to amend Rule 10 to include adult 3 wheel tricycles and non-licensed bicycles. 2nd was made. Motion passed.

New Business:
By-law Changes: not to be discussed at this time per Red Westall.

Ad-Hoc Committee for Velda Rose: Red Westall – President of Velda Rose came to office last week, they would like to be able to pay for their residents to use our amenities. Following discussion it was decided to form Ad-Hoc committee to investigate. Lyle Wood to head committee.

Review of DVCC Membership Rules and Regulation – Jim Cook – Not prepared to present at this time.

Appointing a secretary: Red Westall – No one available at this time.

Knox Boxes: Charles Dubbs – Proposes to place Knox box at each facility for safety to allow access for Police, Fire and EMT’s to be able to enter. Decided to postpone voting until further information is obtained.

Nominating Committee: David Senke, Chairman – Some candidates have been identified, still looking for more. Dec. 3rd next committee meeting.

Annual Dues: Motion made by Lyle Wood to raise dues by $10.00 to $125.00. Following lengthy discussion motion was seconded by Patty Thorpe. Five votes in favor, 4 votes against (Judy Ford voted No), President cast tie breaking vote in favor. Motion passed.

Heating Lap Pool: Red Westall – Motion was made by Red Westall, to heat the lap pool to the lowest state requirement as of December 1st. Motion seconded by Patty Thorpe. All in favor. Motion passed.

Meeting Adjourned at approximately 11:30 am.
