Board Meeting Minutes - March 12, 2013

President Red Westall invited speakers to the microphone at the Open Forum. Concerns were expressed about: Shuffleboard courts being resurfaced, DVCC folks being informed about the lawsuit and subsequent status of DV, Help Services elections today, and the idea of helping neighbors with their yard work.

Red called the meeting to order and the Pledge of Allegiance was recited. Andrea Hill, temporary secretary called roll. Present were: Red Westall, Doris Gruner, Steve Holleque, John Mathews, Frances Skaggs, Patricia Thorpe, Lyle Wood, Agnes Forsyth, Wendall Black and Larry Wilkens.

Thirty-three visitors were present.

Frances moved to accept the Board Study Session Minutes from February 5. John seconded and it carried. There were a few corrections to the February 12 Board Minutes and John Mathews moved to accept them as changed. Dodie seconded. It carried.

Treasurer Report: Patty had given copies of the Financial Review/2012 Balance Sheet to the entire board for perusal. John moved to accept it and Larry seconded. Patty will make copies available in the office and post it on the bulletin board at Read Hall.

Administrative Services Manager Jackie Young reported 2190 Membership cards have been issued and 383 Social Cards. Upcoming events in March are the Talent Show, Pancake Breakfast, Potluck, and Free concert for DVCC residents at the Farnsworth Band Shell on March 16th featuring the Dakota Kid. Harry Cole and the maintenance staff have done a great job juggling events and doing set up and tear downs.

Standing Committee Reports:
Maintenance and Pools: Steve Holleque reported that all filters, extinguishers, and smoke alarms have been checked for safety. Weeds are being sprayed. Timer on Read hot tub was replaced. A young man was confronted swimming in the pool at 4:30 AM. New tables are in place in Read Hall through an anonymous donation. New chairs for the Ceramics Room have just arrived. Many work orders have been completed and are on file in the maintenance office. Read pool deck was power washed. Bids are being sought for the roofs at Farnsworth Hall. There are leaks in the lower roofs, especially above the kitchen. Lyle said the uneven sidewalk by John’s Villa will be replaced by April 1. And it is likely a new extinguisher will be needed above the fryer in the restaurant. Harry Cole volunteered to check into it.

Complaints: Gordon Watson reported there are still 11 complaints open at the county from 2012. In 2013, 19 complaints were filed and 12 remain open. These complaints concerns things like boat trailers and cars parked on front yards and weeds.

Entertainment: Harry Cole reported the polka bands have been great for revenue and well attended. He talked about the upcoming pancake breakfast and free Dakota Kid concert at the band shell at 6:30 with grilled meat and side dishes for $5 a person. He thanked Donna Zurbay and Nydia Pobran for their volunteer help. He is working on plans for the next season’s entertainment.

Library: Aggie turned in the library report for the last two months. There were 67 volunteer hours worked in February. 129 patrons borrowed 564 books. It was reported over 75 hours were volunteered.

Outdoor Activities: Ralph Shirey reported that participants in shuffleboard and pickleball have been selling refreshments at the Farnsworth Hall activities. Monies earned will help with maintenance and supplies. A section of chain link fencing was installed at the pickle ball court to corral the balls. Plans are in the works to buy lights so nighttime play can be enjoyed.

Nature Trail: Larry Wilkens said there will be another clean-up of the Nature Trail at 9:00 AM on March 13, beginning at 54th and the trail at 9:00 AM. Donations have come in and are helpful. An Eagle Scout will replace the wood on the six benches on the trail.

Welcoming Committee: Charles Dubbs said there will be a new member orientation at Read Hall on March 19 at 7:00 PM. Forty-three invitations were mailed out. Anyone living in DV for over a year is certainly welcome to attend also. Activity chairpersons should call and sign up to speak if they wish but only have three minutes to talk about their activity.

Website: Dorothy Randall encouraged residents to visit the DVCC web site during the summer months.

Nominating Committee Report: Dave Senke thanked the volunteers who helped with the nominations and elections.

Volunteers: Donna Zurbay made 28 calls for the Nature Walk Clean up phase II. Twenty-two calls for the Pancake breakfast, two for the Fashion Show, four for Farnsworth Entertainment.

Block Watch: Barb Miller reported the Block Watch program is going well. There are 13 blocks in progress. A captain is needed for any block that wishes to participate. Two meetings are required a year with 50% or more block residents in attendance.

Old Business:
Wording on the lettering for the Dreamland sign at Read: “55+ Community” a vote was called to buy letters not to exceed $500. It did not pass. Ralph Shirey will look into purchasing matching letters for the sign for reasonable rates.

The decision to spend $1,250 to resurface each of two or three shuffleboard courts is still pending.

John Mathews reported thirteen persons have agreed to take the CPR Class at a cost of $20 per person. It will be held at Read Hall on March 26, at 10:00 AM.

Aggie Forsyth moved to amend the Membership Rules and Regulations, Section 4 to read: “All part time residents and the Owners of property which may be vacant or unattended for an extended period of time should have, for their own protection, the name and telephone number of their local property caretaker on file at the DVCC Office.” Frances Skaggs seconded it. It carried.

Approval of December 31, 2012, Audit Report: Larry moved to accept it and John Mathews seconded it. It passed. Frances Skaggs thanked Red Westall for the great job he did as President. Red thanked everyone in return.

Barb Miller thanked Andrea Hill for the design cover for the new directory.

Lyle Wood moved the meeting be adjourned. John Mathews seconded. It passed.
